Arthur C. Troilo

Arthur C. Troilo
is
Senior Counsel to the Firm and a member of the Business and Public Law
Sections. He was admitted to the Texas bar in 1956 and is also licensed to
practice before the U.S. Court of Military Appeals, the U.S. Supreme Court
and the U.S. District Court for the Western District of Texas. He was
educated at St. Mary's University (BA, 1952) and the University of Texas
(JD, 1957).
Mr.
Troilo served as an Assistant City Attorney from 1957 to 1960 and as the
First Assistant City Attorney from 1960 to 1962 for the City of San Antonio.
He was one of a five member appellate Reviewing Authority for the U.S.
Department of Health, Education and Welfare from 1969 to 1970 and a Special
Assistant to the Secretary of the U.S. Department of Housing and Urban
Development as well as Director of the Office of Community and Environmental
Standards of the U.S. Department of Housing and Urban Development from 1970
to 1972. He was also a member of the Board of Directors for the San Antonio
Bar Foundation from 1984 to 1986. He is a member of the Texas and American
Bar Associations and is a Fellow of the Texas Bar Foundation. He currently
serves as General Counsel to the Port Authority of San Antonio.
Mr.
Troilo functions as the Firm’s Executive Branch liaison. He has been very
active in city, state and national politics for more than forty years.
Mr.
Troilo speaks fluent Spanish and has a long-standing relationship with
Mexican corporations and individuals doing business in Texas. He has
extensive experience in municipal and eminent domain law, including zoning,
land use controls and subdivision law. He has been active in many civic
organizations, including The Greater San Antonio Chamber of Commerce; The
Archdiocesen Review Board and a Board Member and Secretary of the Central
Catholic High School Board of Directors and also served as Chair of the
Board of Los Compadres, the official non-profit support group of the San
Antonio Missions National Historical Park.
Mr.
Troilo's practice has also included extensive experience in urban
private-public joint ventures. Mr. Troilo has been responsible for
coordinating legal services for massive municipal-private projects including
HemisFair 1968 and the Surface Water Supply Project of the City of San
Antonio and for various urban renewal projects in San Antonio, San Marcos
and other south Texas cities. Mr. Troilo was very active as general counsel
to national cable television companies obtaining the cable television
franchises for the twenty-two incorporated Municipalities in the S.A. Metro
Area.
